Toppling Qaddafi recounts the story of how the United States and its European allies went to war against Muammar Qaddafi in 2011, why they won the war, and what the implications for NATO, Europe, and Libya will be. What lessons can the U.S. draw from its experience with coalition warfare and the "light footprint" intervention in Libya with no U.S. military forces on the ground? Was Libya a unique case or will the outcome of its rocky transition have lasting implications for future military operations and humanitarian interventions? Dr. Chivvis addresses these and other important questions in his timely study, Toppling Qaddafi.
Christopher Chivvis is a senior political scientist at the RAND Corporation and teaches international history at the Paul H. Nitze School of Advanced International Studies at The Johns Hopkins University. Chivvis has served in the Office of the Secretary of Defense for Policy and worked for more than a decade on international security and political economic issues in the United States and Europe. He has written for several top policy and scholarly journals. An earlier version of Toppling Qaddafi appeared in the December 2012 issue of Survival.
Julianne Smith served as the Deputy National Security Advisor to the Vice President of the United States from April 2012 to June 2013. During the 2011 Libya intervention, she served as the Principal Director for European and NATO Policy in the Office of the Secretary of Defense in the Pentagon where she advised on all matters related to NATO and European policy and managed the Department's bilateral relationships with 31 European countries. She is currently Senior Vice President of Beacon Global Strategies, a strategic advisory firm.
